FRLP Proposal Community

Limit future suburban sprawl in rural and agricultural areas where adequate public facilities do not exist or where their provision would not be cost-efficient."

The FRLP project is managed growth that is planned to coincide with the provision of long needed community infrastructure improvements. Alternatively, by-right growth results in environmental degradation and does not contribute anything to offset its long-term costs on the community. The costs of by-right growth are borne by existing taxpayers. The FRLP project will contribute new capital facilities (i.e. roads, parks, school contributions etc.) to the community.

  • The FRLP project is the only project ever to be paying proffers to the Town (over 5.6 million dollars in improvements in addition to 3.2 million in W&S tap fees). In addition to the Town contributions our per unit proffers to the County (a total of 1.76 million dollars) are greater than every house ever built in the County besides Blue Ridge shadows – which proffered nothing to the Town.

  • FRLP’s project will contribute over 10.56 million dollars (in impact fees), or $33,025 per unit, to make improvements to the community’s infrastructure. These contributions will significantly lessen the cost of these improvements to the community’s existing tax and ratepayers (i.e. the over 3.2 million in Water and Sewer contributions will save town rate payers from paying this 3.2 million).

  • The total amount of impact fees charged by U.S. jurisdictions in 2009 averages $11,796. Excluding utility fees, the average total fee is $8,509. – National Impact Fee Survey: 2009.

  • Between FY2001 and 2006 Warren County collected approximately $192 in proffers for each new housing unit built (W.C. collected a total of $404,506 in proffers and issued approximately 2,097 building permits). – Virginia Commission on Local Government
