"…the County’s adopted comprehensive plan states… a.) Direct County development to areas contiguous with Front Royal or rural villages that are served or will be served with adequate public facilities such as roads, sewer, and water, and 2.) Limit future suburban sprawl in rural and agricultural areas where adequate public facilities do not exist or where their provision would not be cost-efficient."

CHALLENGE. Challenge the Community to seek to develop in ways that will advance and integrate environmental conservation, economic growth, and a respect for the community’s unique heritage and traditions by pursuing earth-friendly development techniques and making growth pay its fair share of infrastructure improvements.
CREATE. Create a healthy living environment that nourishes civic mindedness, promotes social interaction, respects the natural features of the site, and identifies with and contributes to the unique culture of the Town by reducing land consumption through the clustering of homes in groups that are surrounded by open spaces and within walking distance of the neighborhood recreation facilities and the proposed community park.
SUSTAIN. Provide for site specific Green Infrastructure and earth-friendly neighborhood design, to the extent permitted, by:
- Minimizing impervious surfaces and improving Storm water Management practices;
- Taking into account the natural features of the site when locating buildings and other necessary infrastructure;
- Respecting solar patterns to maximize energy efficiency when considering building locations and orientation; and,
- Employing techniques for constructing Green Homes that minimize energy consumption by requiring that all homes be constructed and certified by a third party to be Energy Star Qualified Homes according to the standards and regulations of the U.S. Environmental Protection Agency.
