FRLP Proposal Guiding Principles

Without a real plan to build Leach’s Run Parkway including the flyover… potential businesses (as well as some existing ones), will simply go to Winchester or somewhere else that has the supporting infrastructure. LR Parkway is also essential to the well-being and safety of all existing citizens… there already exists a significant and serious health/safety risk in our area that the Town must address.

FRLP’s project includes the following transportation improvements:

  • FRLP will make improvements to the intersection of Shenandoah Shores Road (606) and Happy Creek Road - an intersection that is already failing. Improvements will include east and westbound turn lanes on H.C. Road and a traffic light; and,

  • FRLP will construct approximately 2.2 miles of a Planned East-West Connector Road north of Happy Creek Road connecting Shenandoah Shores Road with Manassas Ave. or 8th street that will remove traffic from Happy Creek Road, remove traffic from the dangerous intersection of 606 and Happy Creek Road, and provide for a much needed second point of access into Town for existing residents, businesses in the Technology Park, and emergency responders – all of whom currently use Mary's Shady Lane or 606 as their only means of ingress/egress; OR,

  • FRLP will contribute 4.3 million toward the construction of Leach Run Parkway, a vital north south connector road between Rte. 55 and Happy Creek Road. Leach Run will remove trucks and traffic from Happy Creek Road, provide a vital link to the Happy Creek Technology Park, provide access to a planned hospital in the Leach Run area, improve emergency services response times, and provide for a safer and more efficient access to W.C. High School for school buses and school traffic that currently must travel west down Happy Creek Road into Town before looping around and heading east down Rte. 55 on their way to W.C. High School.
